How many tertiary teachers fully exploit or indeed use e-learning technologies in their day-to-day teaching?  Past constraints used to be equipment and infrastructure but these are now largely catered for. Despite this barrier being removed, most teachers appear to use the tools at a superficial level (e.g. delivering supplementary materials).

If this is indeed typical across the educational sector, what are these barriers and how can they be removed or at least reduced?

Biography:

Dr Terry Stewart has used scenario-based learning within his own discipline of plant protection for over 21 years, an activity which won him a National Tertiary Teaching Award for innovation in 2003.  With this background, he won and managed a 2005-2006 eCDF grant assisting to develop generic interactive scenario-based learning tools for use over the Internet.
